Objective:

To ensure that all regular and term staff employees are paid no less than the minimum of the pay grade assigned to the position.

Procedures:

Determination of Salary Schedule

Human Resources-Compensation conducts and/or participates in salary surveys to be used to determine market rates for jobs within job families/by geographic location.  Salary ranges are then established for each pay grade in the salary schedule, stating the minimum, mid-point, and maximum salaries.  When salary schedules are adjusted, every employee’s salary will be reviewed to ensure it meets or exceeds the minimum of the pay grade assigned.

Market-Based Salary Schedules

The salary schedules are based on the work county of the position.  There are five salary schedules grouped by metropolitan areas and a base salary schedule.  The Memphis area salary schedule includes the counties of Shelby, Tipton, and Fayette.  The Nashville area salary schedule includes the counties of Davidson, Wilson, Williamson, Robertson, Rutherford, Sumner, and Cheatham.  The Knoxville area salary schedule includes the counties of Knox, Blount, Anderson, Sevier, Loudon, and Roane.  The Chattanooga area salary schedule includes the counties of Bradley and Hamilton.  The Base area salary schedule includes those counties not specifically listed in the metropolitan areas.

Pay Grade Assignments

All regular and term staff positions are assigned a pay grade and are paid no less than the minimum of the pay grade assigned.  There are 24 pay grades from pay grade 30 through pay grade 53.  Non-exempt positions range from pay grade 30 through 40, and exempt positions range from pay grade 37 through 53.  For the non-exempt positions, each job title is assigned a specific pay grade.  The pay grade for exempt positions is either a specific pay grade or is within a pre-established range of pay ranges.   Refer to Policy/Procedure HRO165-Title Lists and Policy/Procedure HRO430 Job Classification.
