Leave Transfer Between the University and State Agencies Procedure

Objective:
To provide for the transfer of an employee's annual and sick leave within the University and from other State universities and colleges, State agencies, and local school boards.
Procedure:
I. Leave transfer within the University
When an employee is transferred from another campus/unit of the University to either UTK, IPS or UWA, a copy of his/her Leave Record Form (Per 12) shall be forwarded to the Office of Human Resources Management (OHRM) for inclusion in the employee's file. With assistance from OHRM, the receiving department will confirm the employee's leave balances with the previous unit and record them on a new leave record form.
II. Leave transfer between State agencies or other State colleges or universities and The University of Tennessee
A. Transfer to The University of Tennessee
An employee who transfers from a State agency, State college or university, and teachers employed by local school boards in Tennessee may have their leave time transferred to the University in accordance with the Leave Transfer Between the University and State Agencies policy. Such employees must request that their former employer send a letter to OHRM certifying their leave balances and the dates of their employment with that State agency. The OHRM will notify the department of the balances to be credited to the employee and will also forward the leave adjustment form to the Payroll Office.
B. Transfer to State agencies
An employee who leaves the University and begin employment within 42 working days with a State agency or State Board of Regents institution must transfer their annual leave to the hiring agency. Employees transferring to any agency, office, or department of the State, to any State college or university, or as a teacher to any local school board shall furnish OHRM the name and address of the agency to which he/she is transferring. OHRM will assist in notifying these agencies of employees' leave balances.
